Specialized Off-Road Enforcement
The Off-Highway Vehicle Enforcement Safety Team (OHVEST) provides specialized law enforcement, search and rescue, and public education services across Imperial County’s off-highway recreational areas. The team is dedicated to keeping residents and visitors safe while promoting responsible off-road use.
ENFORCEMENT & PATROL
Safe and Lawful OHV Operation
OHVEST conducts proactive patrols both on and off-road areas to deter illegal activity and assist the public. Enforcement efforts focus on:
- Safe and lawful OHV operation
- Illegal shooting activity
- Stolen vehicles and OHVs
- Routine patrol checks of parks and popular recreational areas
These patrols help maintain a safe and visible law enforcement presence across the recreation areas.
SEARCH & RESCUE
Help in Rugged Terrain
OHVEST is equipped and trained to respond to medical emergencies in remote and rugged terrain. Deputies regularly assist individuals who are lost or stranded, providing critical support in areas with limited access.
COMMUNITY OUTREACH
Education That Saves Lives
OHVEST promotes safety through community engagement, including:
- School presentations
- Community events and fairs
- Off-road events and public meetings
These efforts help inform the public on safe riding practices and current state and local OHV laws.

Where We Patrol
Imperial County, the tenth largest in California, is a popular destination for OHV recreation. OHVEST provides law enforcement services across all public lands and OHV recreational areas in the county:
- Imperial Sand Dunes Recreation Area (ISDRA – Glamis/Buttercup)
- Superstition Mountains
- Plaster City
- Ocotillo Wells SVRA
- Heber Dunes SVRA
- Truckhaven
OHV LAWS & REQUIREMENTS
What You Need to Know Before You Ride
Registration & Legal Requirements. To operate an OHV on public land, you must have one of the following:
- Valid Green or Red Sticker (DMV)
- Non-resident OHV permit
- Street-legal license plate (for 4x4s and dual-sport motorcycles)
Safe Operation Laws.
- Operate responsibly. Do not endanger people, property, or wildlife
- Maximum speed is 15 mph within 50 feet of camps, people, or animals
- Cross paved roads at a 90-degree angle only
- No open containers of alcohol while operating an OHV
Equipment Requirements.
- U.S. Forest Service-approved spark arrester and muffler required
- Must meet state noise regulations (CVC 38370)
- Night riding requires headlight visible for at least 200 feet
- Night riding requires red taillight visible for at least 200 feet
ATV-Specific Laws.
- Helmets are required for all ATV riders
- Passengers are prohibited unless the ATV is designed for multiple riders
ATV Safety Certificate Requirements.
- 18+: Not required, but recommended
- Ages 14–17: Must have a safety certificate or be supervised by a certified adult
- 13 & under: Must be supervised by an adult at all times
PLAN BEFORE YOU RIDE
Be Prepared, Stay Safe
Before you go:
- Share your travel plans with someone (do not rely on cell service)
- Travel with at least one other vehicle
- Check maps, closures, and permit requirements
- Confirm your vehicle is allowed in the area
- Bring tools, spare parts, and a spill kit
- Pack water, food, sunscreen, flashlight, and a first aid kit
- Dress for changing weather conditions
- Check the forecast — desert weather can change quickly
Once you arrive:
- Be courteous to other riders and visitors
- Stay on designated trails and open riding areas
- Yield to uphill traffic and passing riders
Safety reminders:
- Always wear a helmet and proper safety gear
- Carry sufficient water, especially in extreme heat
- Ride within your skill level
- Avoid riding alone in remote areas
- Be aware of terrain and weather conditions
